Версия пакета и версия в pc-файле не совпадают:

$ rpmquery -f /usr/lib/pkgconfig/sqlite3.pc 
libsqlite3-devel-3.5.9-alt1

$ grep Version /usr/lib/pkgconfig/sqlite3.pc 
Version: 3.5
Comment 1 at@altlinux.org 2008-07-06 21:05:29 MSD 
Fixed in sqlite3-3.5.9-alt2.
