Not Windows UCS-2 format

$ dsl2dict -O output lingvo-dict.dsl
*FINE*

This is the bug in code lines 631 and 632.

тестовый словарь

Неплохо. Другая проблема: теперь попробуйте сконвертить приложенный тестовый словарик и обратите внимание на пропажу кириллического символа "і" - он почему-то превращается в латинский символ "j".
