при любом раскладе при запуске avinfo вы увидите эту строчку.
Это потому, что автор не знает, что "~" - это фича шелла, и из кода на C это работать не будет. Вот доказательство в strace:
32143 12:54:10 open("~/.avinfo/config", O_RDONLY) = -1 ENOENT (No such file or directory)
32143 12:54:10 write(2, "* unable to open configuration f"..., 53) = 53

Такого пакета больше нет в сизифе. Закрываю багу.
