PostgreSQL использует собственную копию базы tzdata, в /usr/share/pgsql/timezone/

Для postgresql9.0-server из t6 информация по зоне Europe/Moscow (и, по-видимому, другим) в пакете устаревшая.

В t6 я не планирую обновлять, в сизифе уже 9.0.5 с обновлённой tzdata, а так же над 9.1 я работаю.
