При запуске arora (0.11.0-alt1) переходит к странице qrc:/startpage.html и выводит в качестве контента следующее сообщение в красной рамке:

This page contains the following errors:
error on line 28 at column 36: Expected '#' or '[a-zA-Z]', but got '&'.
Below is a rendering of the page up to the first error.

Если задать или вбить адрес и он доступен, всё в порядке.

Проблема в кривом коммите 9a61c74cc1991c3d50de88f1c93080c864415ef2 (который нам всё равно не нужен), а в идеале http://www.altlinux.org/IndexhtmlPolicy бы учесть.

До кучи: в федоре прикладывают arora-0.11.0-fake-certificate-issuer.patch с добавлением htmlEscape() в отображение Issuer.

Теперь отображается (правда, всё равно не гуглит ни по энтеру, ни прямым попаданием в кнопку отправки формы).  Сломавшему отписал.
