В fcgid.conf присутствует такое:

# Use FastCGI to process .fcg .fcgi & .fpl scripts
# Don't do this if mod_fastcgi is present, as it will try to do the same thing
<IfModule !mod_fcgid.c>
    AddHandler fcgid-script .fcg .fcgi .fpl

Может быть, имелось ввиду <IfModule !mod_fastcgi> ?

Кстати, URL в спеке уже нерабочий, теперь оно живёт тут:
http://httpd.apache.org/mod_fcgid/
И, может, версию обновить стоит ?

Может, имеет смысл сделать NMU, да и обновить заодно из misha/packages/apache2-mod_fcgid.git ?

Обновление mod_fcgid до 2.2-alt2.qa1 перезаписало fcgid.conf и сломало работу collection4. Опять вернул !mod_fastcgi руками.
