KDE5, пункт Перезагрузить (см. картинку), не работает. Выполняется завершение сеанса, не перезагрузка.

Мешает какая-то программа из работавших перед попыткой перезагрузки.
Попробуйте сначала вручную завершить все, которые сможете.
