Fixed in Debian, see https://bugs.debian.org/886416

Alternatively, remove libnih along with all its clients.

I think it is the preferred way. Systemd-shim is not supported by upstream nowaday and 
cgmanager is deprecated in the lxc project:

Please note that the CGManager project has been deprecated in favor of
using the kernel's CGroup Namespace or lxcfs' simulated cgroupfs.
