Стенды с ошибкой: 
Alt Kworkstation 10.1 x86-64 
Alt Education KDE 10.1 x86-64

Версия пакета: 
power-profiles-daemon-0.12-alt1

Шаги воспроизведения: 
1) Запустить сервис: 
# systemctl enable --now power-profiles-daemon && sleep 5; systemctl status power-profiles-daemon
2) Перезагрузить систему
3) Проверить наличие файла:
$ cat /sys/devices/system/cpu/cpu0/cpufreq/energy_performance_preference

Результат: 
Файл energy_performance_preference отсутствует, переключение профилей мощности не работает

Ожидаемый результат: 
Файл /sys/devices/system/cpu/cpu0/cpufreq/energy_performance_preference присутствует, переключение профилей работает корректно

Проверял с заданием 326887 - ошибка воспроизводится
Версия пакета: 
power-profiles-daemon-0.13-alt1

В Sisyphus не проверялось

Ошибка воспроизводится на ноутбуке Lenovo ThinkPad S3-S440:
CPU: Intel Core i5-4200U with Intel(R) HD Graphics 4400

Проверял на ядре 6.1.42-un-def-alt1

Это значит, что либо в ядре ещё нет поддержки, либо она отключена.
Без модуля intel_pstate файла не будет.
