Это из man: ethtool is available from ⟨http://www.kernel.org/pub/software/network/ethtool/⟩

А то, что в URL в spec-е и не про то, похоже, и обновлялось много лет назад.

Старый URL всё же был про то, но устаревшее. По ссылке на kernel.org написано "Older versions are available in the Sourceforge 'gkernel' project", но актуализировать стоило всё равно. Спасибо.
