Don't work svn protocols (used also for kdevelop subversion integration).  
There are next string at spec file resolve this problem for build it:  
  
BuildRequires: libapr-devel libaprutil-devel libsubversion-devel  
 
Steps to Reproduce:
1. Install subversion-server-standalone 
2. Create new project (sudo svnadmin create /var/lib/subversion/testproject) 
3. Try to use svn://localhost/testproject URL with konqueror 
Actual Results:  
Protocol unknown  

Expected Results:  
Opened svn project top directory

fixed in kdesdk-cervisia-3.4.1-alt2
