When doing "rpm -V", the verifyscript should ignore the non-substantial differences (comments, order) in order to be more informative. Either the verifyscript could use filterpineconf. Or the package could include an already expanded version of /etc/pine.conf (generated from the concise packager's intentions with comments): then "rpm -V" wouldn't show anything if the configuration wasn't modified.
