Помогла установка пакета LibreOffice-langpack-en_US . --- Похоже что есть проблема с зависимостями. См. как запаковано в Debian - у них файл Langpack-en-US.xcd является частью пакета libreoffice-common (см. https://packages.debian.org/search?suite=bullseye&arch=any&mode=path&searchon=contents&keywords=Langpack-en-US.xcd ).
