Actually, it seems that it would work and show the list with userpics even with the other, older packages:
$ rpm -qa gdm-theme-*
gdm-theme-simple-1.95-alt8
It's just about selecting a theme in gdmsetup *and the "themed with face browser" option*. I didn't pay attention to this option when I tried to achieve this effect that first time.
(I agree that the default should be with the face browser.)
