В bluetooth.service присутствует:
ConfigurationDirectoryMode=0555
на самом деле права на /etc/bluetooth правильные 755.
Различие реальных прав и в настройках приводят к ругани в логах:

systemd[2635]: ConfigurationDirectory 'bluetooth' already exists but the mode is different. (File system: 755 ConfigurationDirectoryMode: 555)
