При переключении между задачами попытка масштабировать слишком мaленькие 
значки приложений OpenOffice.org приводит к пикселизации изображений

Проблема в низкокачественном значке OpenOffice.org.

Для начала нужно посмотреть, может не хватает значков нужных размеров в 
ресурсах.

Да, действительно используется самый маленький значок и это не лечится.
