В post-install скрипте пакета pptpd-1.1.3-alt1 в аргументах /sbin/service поставлен condrestart, которого нет в rc.d скрипте. там только start, stop, status, и restart/reload.

Недавно исправлено при переезде на 1.1.4-b4
