файл настроек апача /etc/httpd/conf/addon-modules.d/mod_fastcgi.conf не 
содержит строк подключения модуля
Steps to Reproduce:
1. apt-get install mod_fastcgi
2. cd /etc/httpd/conf/addon-modules.d/
3. grep AddModule mod_fastcgi.conf
4. grep LoadModule mod_fastcgi.conf

Исправлено в новой сборке, ушедшей в инкаминг.
