emacs-w3m-1.4.371-alt0.3.20091106

I have installed this newer package from Sisyphus in my branch4.1
system. rpm hasn't complained. However, upon calling `w3m', Emacs
complained:

"if: `w3m.el' was compiled for Emacs 23 or later"

So, this requirement is missing in the formal dependencies of the
new emacs-w3m package.
