Да. Не у всех systemd, а dbus у всех пользователей bluez.

У тебя же под systemd не запускается obexd? Так?

Я тебе не про "majority", который не такое уж и  "majority", и с  которым понятно. 
У тебя не запускается под systemd?
$ ps aux|grep 'systemd --user'
?
