У libsrtp нет devel-пакета, и упакована .a библиотека вместо .so.
В Ubuntu:
# epm -ql libsrtp0
 # dpkg -L libsrtp0
/usr/lib/libsrtp.so.0.0

# epm -ql libsrtp0-dev
 # dpkg -L libsrtp0-dev
/usr/include/srtp
...
/usr/lib/libsrtp.a

Эх, видимо не хватает Provides/Obsoletes:
file /usr/include/srtp/aes_cbc.h from install of libsrtp-devel-1.5.2-alt1 conflicts with file from package libsrtp-1.5.0-alt1

И в devel упаковалась не ссылка, а сам файл:
$ ls -l /usr/lib64/libsrtp.so*
-rw-r--r-- 1 root root 125576 ноя  8 05:39 /usr/lib64/libsrtp.so
-rw-r--r-- 1 root root 125576 ноя  8 05:39 /usr/lib64/libsrtp.so.1
