Чтобы решить проблему с необходимостью на systemd вручную включать службу vhba.service предлагаю добавить в пакет файл /etc/modules-load.d/cdemu-daemon.conf с таким вот содержанием:
vhba

А службу vhba за ненадобностью предлагаю и вовсе убрать из пакета.
