Модуль ядра splat должен вноситься в /etc/modules-load.d/ после установки паакета, чтобы каждый раз не включать его после перезагрузки или не вносить в конфиг в ручную?

Нет, т.к. модуль ядра требуется для тестирования, то его нужно каждый раз вносить в список автозагружаемых вручную.

Во всех других случаях модуль загружается сам после загрузки zfs
