yelp-check умеет
--jing              Use jing instead of xmllint for RNG validation

$ grep "  jing" /usr/bin/yelp-check
            jing -i "$rng_uri" "$1" > "$check_out_file" 2>&1
        jing -i "$check_rng_dir/$check_rng_file" "$1" > "$check_out_file" 2>&1

Почему-то в спеке выключено игнорирование зависимости на jing:
# Optional jing dep
#%%filter_from_requires /jing/d

Зависимость на jing тянет достаточно много java-пакетов, которых не ожидаешь.
