Согласно https://github.com/ansible-collections/community.general/issues/143 в основном (если я ничего не путаю) репозитории модуля apt_rpm для ansible указанная ошибка исправлена.

Тем не менее, для версии ansible 2.9.22-alt1 она воспроизводится (всё как указано по ссылке).
