В python-module-dbus-devel прописано
Requires: %name-gobject = %EVR

что вызывает подтягивание кучи python2-пакетов, хотя
python-module-dbus-devel
задуман независимым от конкретного python, в нём есть
Provides: python3-module-dbus-devel = %EVR
