According to https://pypi.org/project/os-testr/:

`os-testr` is deprecated in favor of `stestr`. Thus, the former should be removed from sisyphus.

There are neither runtime nor buildtime clients of this package, so, it can be safely dropped.

От него никто не зависит, зачем вообще эта бага нужна ?
