Стенды:
Education 10 x86_64
Workstation K 10 x86_64

Версия: kde5-kstars-3.5.8-alt1.x86_64

Шаги воспроизведения:
1) Запустить: $ kstars;
2) Данные > Обновить данные с сервера
Реальный результат (уведомления в kstars):
Due to a known issue in the kde frameworks, updating already downloaded items is currently not possible.
Please uninstall and reinstall them to update.
Также открывается второе окно: Get Hot New Stuff is disabled by the administrator (kstars3.png)
Вывод в терминале во вложении (logs_kstars)

Ожидаемый результат: данные с сервера обновлены

Теперь это по умолчанию. Вклюсить можно в /etc/kf5/xdg/kdeglobals
