Шаги воспроизведения:
1) # apt-get install kde5-kate -y и сразу открыть контекстное меню рабочего стола

Результат: Пропадает пункт Добавить панель
Ожидаемый результат: пункт не пропадает

Доп.: при повторном вызове контекстного меню пункт возвращается

Происходит обновление кэша настроек.
Всё, что может или должно передёрнутся, передёргивается.
