В идущем по умолчанию httpd.conf после комментирования строки AddModule mod_charset.c apache не перезапускается.

Проблема в том, что в строке 431 используется директива, которая присутствует только в mod_charset.

Как лечение - можно директиву использовать только в том случае, если включен mod_charset.
