Ни в одном из пакетов java-17-openjdk-*. Есть только в пакете java-1.8.0-openjdk-devel, но ставить рядом не хочется.
   Может стоит поправить ситуацию?

Deprecate the policytool command line tool, and target its removal for JDK 10.

Закопан и предан забвению.
