2) Система Alt -> Службы -> Проверка сертификата при установлении соединений TLS OpenLDAP
3) Изменить состояние политики на Включено

Результат:

В описании политики:

Замечание по несогласованности текста Разрешить - Разрешено 

+ Кажется, что в описании политики "Пробовать" не хватает слова "сертификат":
