Воспроизведение:
!. Нажимаем правой кнопкой мыши на область отображения вкладок
2. Выбираем "Добавить название окна"
3. KDE перестает реагировать на любые действия

С первого раза может не воспроизвестись

Мне кажется, что проблема не в chromium.

Полагаю, видеодрайвер.
В Wayland и X11 сравните.

Пока проверял только на X11.
