В спек файле она не совсем верно задана. 
Нужно BUSL-1.1 (см. /usr/share/licenses), см. файл LICENSE.txt в исходниках.

Там есть вот такое:
Additional Use Grant: You may make use of the Licensed Work, provided you
                      do not use it in any of the following ways:

Со слов Андрея Савченко:
"Исключение нужно добавить в пакет common-licenses как, например, Zerotier-one-exception. И тогда лицензия пакета будет:
License: BUSL-1.1 Zerotier-one-exception"
