Пакет steam-devices уже не нужен, так файлы в пакете:
%_udevrulesdir/60-steam-vr.rules
%_udevrulesdir/60-steam-input.rules
уже есть в i586-steam и конфликтуют с ним.

Помимо этого сам пакет написан с ошибкой:
install -Dpm0644 60-steam-vr.rules %buildroot%_udevrulesdir/60-steam-vr.rules
install -Dpm0644 60-steam-input.rules %buildroot%_udevrulesdir/60-steam-vr.rules
