Версия пакета: haproxy-3.0.7-alt1

Шаги воспроизведения:
```
# apt-get install haproxy
# systemctl start haproxy
```

Получаемый результат:
```
systemd[1]: Starting haproxy.service - HAProxy Load Balancer...
systemd[1]: haproxy.service: Control process exited, code=exited, status=1/FAILURE
systemd[1]: haproxy.service: Failed with result 'exit-code'.
systemd[1]: Failed to start haproxy.service - HAProxy Load Balancer.
```

Больше в логах ничего нет.
В р11 на версии 2.8.9-alt1 запускается успешно.
