Глобальный экспорт всем пользователям без разбора делать нельзя.
Делайте через пользовательские настройки systemd в рамках сессии GNOME.

На всякий проверьте, если там есть $XDG_CURRENT_DESKTOP или хотя бы $XDG_SESSION_DESKTOP и указывает на GNOME, то можно просто обёртку сделать, чтоб экспортировалось только в сессии GNOME.
