после обновления на fontconfig-2.17.1-alt1
шрифты из установленных у меня fonts-bitmap-* стали недоступны:
$ fc-list |grep /bitmap |wc -l
0

возврат на предыдущий fontconfig-2.16.0-alt1 исправляет ситуацию:
$ fc-list |grep /bitmap |wc -l                                                                                              
107

А у меня на jeos в инсталляторе шрифты поломались, так как там только bitmap шрифты и были.

Подстава от авторов. На сборке.
Локально достаточно удалить /etc/fonts/conf.d/70-*bitmaps*.conf
