Так называемый "отладочный лог" необходим для работы директивы debug_connection, используемой при отладке.

Соответственно, тесты angie/tests, использующие эти директивы, также не запускаются:
$ TEST_ANGIE_BINARY=/usr/sbin/angie prove .
...
./debug_connection.t ....................... skipped: no debug available
./debug_connection_syslog.t ................ skipped: no debug available
./debug_connection_unix.t .................. skipped: no debug available
...
