в нынешнем виде пакет -tests имеет зависимость только на основной python3-module-numpy,
так что я не вижу причин продолжать отделять содержимое tests в подпакет.
Обратное слияние избавит нас от необходимости проставлять вручную что-то вроде 
BuildRequires: python3(numpy.testing)
в третьих пакетах

- Obsoleted python3-module-numpy-tests subpackage (closes: #56559).
- NumPy internal tests are no longer packaged.
