У директории %_datadir/polkit-1/actions есть свой владелец, другой пакет, поэтому указывать в спеке
%_datadir/polkit-1/actions/ - не корректно, туда же попадает и %dir %_datadir/polkit-1/actions
Правильнее указать %_datadir/polkit-1/actions/*
