Не собран плагин tcl
Достаточно добавить tcl-devel в BuildRequires и в секции %install дописать 
слово tcl.so

Меня, если честно, всегда интересовало, почему оно у нас выключено :)
Впрочем, пакетом больше не занимаюсь.
