Выглядит это так:
apt-get install libsafe
/sbin/libsafe-enable
rpm -e libsafe

Все. система не работает.
Может быть стоит добавить в preun /sbin/libsafe-disable?

P.S. Сделать систему рабочей можно установив опять пакет через rpm
