Type something in UTF8 into /etc/motd (say, in Russian). Login into the linux console.

Result: the motd is printed, but in an unreadable form (pseudographics instead of Russian). (Afterwards, when working in the started login session, Russian is displayed correctly.)

Expected result: motd in UTF8 is displayed correcttly.
