При монтировании флешки(не зависит от производителя и типа) через виджет в KDE выводит ошибку "org.freedesktop.hal.storage.mount-removable no <-- (action, result)"
С CD/DVD дисками аналогичные проблемы не наблюдаются

Он будет разрешать монтировать сменные устройства пользователю. Больше, вроде, некому. Это DE-независимо.
Если в dolphin(KDE4) и KDE3 хоть говорят что-то, то в GNOME просто игнорируют попытку "открыть диск"

xinitrc не создаёт новых консолей.

Надо использовать pam_ck_connector.so ВЕЗДЕ, где происходит создание/перерегистрация консоли.

На какой пакет перевесить этот баг?

может, на xorg-server?
* включить USE_PAM
* добавить pam_ck_connector.so

Есть еще похожая проблема - https://bugzilla.altlinux.org/show_bug.cgi?id=22440 - она должна излечиваться с помощью pam_ck_connector, однако этого не происходит. Может кто-нибудь подтвердить/опровергнуть?

В p6 вряд ли уже кто-то возьмется ее лечить. В p7 ни hal, ни ck не поддерживаются, а если не хочется иметь дело с systemd, то проблему решают правила для polkit
