Заглянув в relnotes Puppy Linux 4.3, обнаружил там следующее:

* 2.6.30.5 kernel [...]
* Internet by dialup. Unlike many other distros, Puppy has not forgotten those who access the Internet by analog modem dialup. The kernel has drivers for many modems, including Agere, ESS, Lucent, Conexant, Smartlink, Pctel and Intel chipsets. Rerwin has done an incredible job here, and in most cases we have automatic detection and configuration. Rerwin has also done a lot of work on dialup via 3G devices.

Дальше идёт стопка ссылок в основном на форумы, выяснить из которых что-то кроме того, что у них некая своя звонилка -- толком ничего не вышло на скору руку.

Как понимаю, у нас сейчас и для тех же Lucent с Intel 536/537 ничего нет, а для школ и городков оно ещё долго будет актуально на практике...

Lucent/Agere, кажется, всё ещё должны работать: последняя версия martian датирована 20080617.
linuxant раздаёт аж под F11, но, думаю, всё ещё с ограничениями по скорости.
Intel, насколько понимаю, в ядре.

Драйвер модемов pctel из-за отсутствующей лицензии можно положить максимум
на ftp.a.o/people.
Собираются, работают.

Думаю, софтмодемы уже неактуальны -- можно рекомендовать Compact 3.0 или тот же Puppy, кому припрёт.
