After I upgraded from Branch 5.0 (seamonkey-1.1.16-alt1) to Sisyphus (seamonkey-1.1.18-alt1), the menus of Seamonkey in the locales ru_RU.KOI8-R and ru_RU.CP1251 have become English (whereas they used to be Russian before).

Workaround: Edit -> Preferences -> Appearance -> Languages/Content, and choose Russian.

I guess, it used to be chosen correctly according to the locale in previous releases, but now the choice has become "English" for some reason.
