Апплет "Session Menu", установленный в нижнюю панель XFCE. При выборе "Lock screen" из меню апплета ничего не происходит.

А, вижу в письме в community@, что нет. Поставьте xscreensaver или gnome-screensaver.
xfce-utils потерял зависимость на screen-saver-engine (см. #23901), эта зависимость переехала в виртуальный пакет xfce4-default.
