Since 1.1.1-alt2, pam_sm_open_session() attempts to inherit /tmp/.private
directory permissions from /home directory.  However, the corresponding
chmod(2) call may fail, e.g. due to EXT2_APPEND_FL flag set on
/tmp/.private directory.  In that case, pam_sm_open_session() should fail
iff /tmp/.private directory permissions are less strict than requested.
