There's python_enchant module but none exist for php.

А вы не хотите сами собрать пакет? И он будет для вас хорошо работать.

Прочитал, что уже входит в php, надо только собрать с --with-enchant[=dir]

Для php %ubt не нужен.
Это может сделать кто угодно, просто отправив тот же git тэг, что и в Sisyphus -  в p8.
